The Legislature did exceed their authority. Who is responsible for negotiating contracts? The County Executive is, NOT the Legislature. Negotiating is not bribing them to come to the table. If they want a new contract then come to the table, we don’t simply hand out bribes with a simple vote from the County Legislature.
