He did not appoint the people that run the Thruway Authority so he is can do nothing????? He is the Governor, he is supposed to be the top man, the head cheese the big boss. What a crock and dung.

Spitzer On Thruway Toll Hike: Wait And See

Buffalo, NY (WBEN) - New York State Gov. Eliot Spitzer says he understands the outrage over a plan to raise New York State Thruway tolls, but during a stop in Buffalo Monday he said he is virtually powerless to intervene, especially before the state comptroller finishses an audit of Thruway Authority revenue and spending.

The authority has proposed a series of toll increases, raising them by 5 percent in 2009 and again in 2010. The increases would be in addition to the 10-percent increase in cash rates that begins in January. Users of E-ZPass, the electronic toll collecting system, would see smaller increases.

Authority officials said the increases are needed because spiking gas prices are limiting travel, and that is cutting revenue needed for its $2.1 billion highway and bridge repair plan.
