Buffalo, NY (WBEN) - Gov. Eliot Spitzer is expected to dramatically scale back or withdraw his controversial plan to grant driver’s licenses to illegal immigrants during a meeting Wednesday morning with the state’s congressional delegation in the Capitol, according to people familar with the announcement.

The move comes as Spitzer faced mounting pressure from Democrats and Mayor Michael Bloomberg to drop the plan, which has provoked a huge public backlash and given Republicans a weapon against Spitzer’s allies — especially Hillary Rodham Clinton.

Spitzer will make the argument that “immigration is a federal, not a state issue,” said one person familiar with the governor’s thinking. In the past, the governor has argued that Washington’s inaction on comprehensive immigration reform forced him to put forward the license proposal
