ALBANY, N.Y. (AP) — Gov.-elect Eliot Spitzer wants to elevate a Pataki administration staffer to be his commissioner in charge of prisons, while a cable television system executive is expected to become his new secretary of state.

Brian Fisher, whose nomination requires Senate approval, would become commissioner of the Department of Correctional Services. He has been the supervising superintendent of the department’s New York City and Hudson Valley prisons since 1991, first under Democratic Gov. Mario Cuomo and then all 12 years under Gov. George Pataki. Fisher is also superintendent of the Sing Sing Correctional Facility as part of his regional role and was superintendent of the Queensboro Correctional Facility in New York City. His background includes work as a parole officer for the state Addiction Control Commission from 1968 to 1975.

Spitzer was in New York City Thursday to name several people who will take over top jobs with his administration on Jan. 1. He has promised to hire people based on their ability and to prohibit asking about a candidate’s political affiliation.

“I’m comfortable that on Jan. 1, when we begin, that we will have the decision-makers in place to effectively begin the process of changing the direction of state government,” Spitzer said at the New York City news conference.

The nominees pending Senate confirmation include:

_Lorraine Cortes-Vazquez as secretary of state, a job that oversees several departments and can be a politically high-profile post. Mario Cuomo had been secretary of state in his career before his three terms as governor and Republican Randy Daniels, Pataki’s appointee, ran for governor last year before dropping out.

Cortes-Vazquez is vice president of government and public affairs at Cablevision Systems Corp. Her past includes serving as president of the Hispanic Federation from October 1998 to October 2004. In the 1990s, she was chief of staff to state Assemblyman Roberto Ramirez.

_Richard Rifkin, a longtime top hand in Spitzer’s Attorney General’s office, as special counsel. He has been deputy attorney general since 1999 and before that was executive director of the state Senate Ethics Commission.

_Carol Ash as commissioner of the Department of Parks, Recreation & Historic Preservation. She has been executive director of the Palisades Interstate Park Commission since 1999. From 1985 to 1992, she was a regional director of the state Department of Environmental Conservation.

She will succeed one of Pataki’s longest serving commissioners, Bernadette Castro.

_Gladys Carrion as commissioner of the Office of Children and Family Services. She is the senior vice president for community development in the United Way of New York City. A lawyer, she has worked in several family service programs.

_Kumiki Gibson as commissioner of the Division of Human Rights. She has been the senior vice president for administration and governance at The National Urban League. She is a former vice president and general counsel at Johns Hopkins University and had been the counsel to Vice President Al Gore from April 1993 to April 1997.

_David A. Hansell as commissioner of the Office of Temporary Disability Assistance. He is chief of staff at the New York City Human Resources Administration.

_David J. Swarts as commissioner of the Department of Motor Vehicles. He has been the Erie County clerk since 1987.

_Laura Anglin as first deputy budget director. She has been the deputy comptroller of the Division of Retirement Services since 2003 under Comptroller Alan Hevesi.
